Purpose, tasks, directions

1.1   School Parliament of English Language School “Acad. L. Stoyanov” is organization with idealistic purpose and it is independent of the School Staff. The Parliament is accomplishing school initiatives and projects and is guarantying the rights of the students and is also protecting school’s interests.

1.2   Tasks:

-         Considering every initiative that is been put forward by the students

-         Cooperating with the School Staff, Pedagogical Council, Regional Inspectorate of Education, Municipal and Regional Administration.

-         Solving students’ problems

-          Creating atmosphere of mutual tolerance between students and teachers

-         Working out projects with external financial support

-         Developing school traditions

-         Participating in the work of the Pedagogical Council

1.3   Directions:

-         Protection of the students’ personality and rights

-         Planning and undertaking of entertaining and interesting out-of-class activities

-         Discussions about the school problems considering the cooperation between teachers and students with a view to their interest in studying

STRUCTURE

2.1 The President of the School Parliament is

- Representing the School Parliament in front of other schools, municipal and regional administrations

- Summoning and leading meetings of the School Parliament

- Controlling the decisions of the School Parliament

- Giving an account of the end of his mandate

- Elected with qualified majority for one year

2.2 The vice-president is

- Representing the School Parliament in the absence of the President

- Coordinating the work of commissions and teams

- Harmonizing the work of the School Parliament with the Principal, the School Staff and the School Board

- Being proposed for election by the President, but is elected by the School Parliament with a majority for one year

2.3 The secretary is

- Preparing the materials about the meetings and is making the protocols

- Informing the members of the School Parliament about the forthcoming meetings and is preparing informational materials about them.

- Responsible for the School Parliament budget

- Being purposed for election by the President for one year

2.4 Class deputy is

- Expressing the interests of the class through initiatives, opinions, suggestions and activities for realizing them

- Asking the School Parliament questions about anything considering the interests of the class

- Participating in the making of an initiative and is working for its realization through commission

- Informing his class about the decisions of the School Parliament

- Participating in commissions and working teams

- Participating in making of all decisions

- Being elected by his class for one year

2.5 The commission is permanent group of three members of deputies (from different alumni) with common interests in particular direction or activity. It is being elected by the School Parliament for one year

- It is coordinating the activity of the School Parliament

- It is planning manifestations in its direction or activity

- It is developing projects

- It is leading their development

2.6 The team is temporary working group with interests in different directions. It is gathered in order to complete a task

- Solves a school problem

- Realizes an initiative of project

The team reports to the School Parliament and gives account for the result

2.7 Two students form one class are participating in the School Parliament

ACTIVITY ORGANIZATION

3.1 Meetings of the School Parliament

- They are called once a month as regular and when needed (extraordinary)

- The observers have the right to ask questions, express an opinion and also to make a suggestion, but cannot vote

- The meetings are regular and could come up with a solution if a half plus one of the members are present

- The commissions are gathered once in two weeks at least in order to coordinate the planning initiatives of the classes

3.2 Voting

- Every suggestion and project is being voted at the meeting of the School Parliament, the results are announced by the President

- The decisions are made with a majority of half plus one votes

- Any motion for change in the regulations, replacement of the President or secretary before the end of the mandate is done with at least one third of the commission members

- The decision for that kind of change is made with qualified majority (two thirds) by anonymous voting

3.3 The protocol consists of:

- Number, date and place

- List of the participants with signatures

- A summary of the statements

- Suggestions

- Result of the vote and decisions

3.4 The School Parliament is not a legal person and is  established for indefinite period of time
